R' Yannai uses the idiom again on Temurah 7a. Different din, same amora -- and the only one of Chazal who says "bachabura nimnu vegamru" in either Talmud.
R' Yannai was a first generation amor, and av beis din in Tzippori when the Sanhedrin was there. So, your citation doesn't necessarily refer to a vote outside Sanhedrin. And in fact probably doesn't.
