I think Trump wants to guide Netanyahu into keeping the building in areas already within Yerushalayim or settlement limits. In this way, any further construction would not impact a Camp David II style agreement, where the PA would get sovereignty or at least autonomy over an area equal to the West Bank, with land-swaps to compensate for settlement blocks.
Unlike the previous administration, which considered every new home a violation. (And the media, following suit, would report new apartments in the heart of Ramot as "new settlement" in alleged violation of international law.) The Obama administration was motivated by a desire to keep Abbas somewhat near the negotiating table.
