I don't know if he lied. It could be he used the word "ריבונות" thinking about the "rabbi" sense rather than it's true meaning of sovereignty. Hebrew is not his first language, after all. Even with the reporter confirming, he could have misspoke. Or, he could have meant "control", as in "religious control".
PalWatch saying that he "lied" implies more mind-reading than is fair. And it cheapens their credibility, which is important given the vast amount of real issues they publicize.
