The Agudah position is worthy of another council of sages, the one from Chelm.
Yes, you can go to the secular authorites if there's a reasonable basis for concern.
But only a rabbi can tell you if you have a reasonable basis.
So you're still stuck going to the rabbi first despite legal requirements to go straight to the authorities.
