Will new rabbinic coalitions bring a progressive approach to Halachic Organ Donation?

From what I've seen, a lot of the Ashkenazi chareidi insistence on cardiac death is based on a teshuvah in which the heart is identified as the organ of respiration.

In reality, most of the positions on brain death are remarkably similar - once the lungs go, the brain and heart die. Thus this teshuvah may actually agree with the rest of the poskim except for its erroneous description of the heart.
