In Hallel it says:
Let those who fear the Lord declare that His kindness is everlasting
-- if His kindness is everlasting, why are we afraid of Him?
Fear as the Rambam and others point out is the low level of Yirah or Norah.
It is for the young, the immature
Higher levels include ahavah - love and yirat haromm'mut
This higher level yirah is usually translated as AWE
I prefer REVERENCE
As we grow to maturity we REVERE G-d because of HIS awesome works.
We quake in front of HIM not because of HIS being tough on us, but because of HIS sheer power; as we quake before a nuclear power plant or Niagara Falls because of the awesome unleashing of MIGHT.
